The Minnesota Legislature approved the ballpark bill in 2006. The public’s contribution to Target Field was funded through a 0.15% sales tax, authorized by the Hennepin County Board of Commissioners. The sales tax revenue also funds the Hennepin Youth Sports Program, which provides approximately $2 million annually in capital grants for youth sports facilities, and an additional $2 million annually to fund expanded operating hours at 14 Hennepin County libraries.

Under the 2006 legislation, the public contribution was $350 million, $90 million for infrastructure, and $260 million for ballpark construction. The Minnesota Twins contribution was $130 million for ballpark construction costs plus any ballpark cost overruns or enhancements.

Before Opening Day in 2010, the Twins contributed an additional $65 million to enhance the design of the ballpark and the surrounding infrastructure.
